System of records. The Office of Assistant Secretary for Planning and Evaluation is inviting comments regarding a new system of records, called the Partnership for Long Term Care Data Set (Partnership), which will become effective January 27, 2009. The Partnership allows states to offer special Medicaid asset disregards to persons purchasing specially certified long term care insurance policies and permits participants to keep additional assets should they need to apply for Medicaid coverage for long term care. The new system of records is compatible with the Privacy Act which permits the disclosure of information without consent of the participant under a routine use, and each proposed disclosure will be evaluated to ensure that the disclosure is legally permissible and compatible with this purpose.
